Notice of Comment Period - UCB's Restated Articles of Organization

Notice is hereby given pursuant to M.G.L. c. 69, § 30 and the Massachusetts Board of Higher Education’s Policy Establishing a Process for Public Comment on Articles of Organization and Foreign Certificates of Institutions of Higher Education that the Massachusetts Department of Higher Education will open a comment period relative to the Restated Articles of Organization of The Urban College of Boston: A Two-Year College, Inc. (UCB), which amend the ownership and governance structure of UCB to allow the Supporting Organization “Impact.org,” a non-profit affiliate of Southern New Hampshire University (SNHU), to become UCB’s sole corporate member.

UCB is an approved institution in the Commonwealth of Massachusetts with the authority to grant the Associate of Arts in Early Childhood Education, the Associate of Arts in Human Services Administration, and the Associate of Arts in General Studies. UCB was founded in 1967 as the Urban College Program by Action for Boston Community Development (ABCD) in order to educate Head Start teachers. UCB enrolled its first college degree-seeking students in 1993 and in 2001, UCB received accreditation from the New England Commission of Higher Education (NECHE, then known as the Higher Education Commission of the New England Association of Schools and Colleges). UCB’s Restated Articles of Organization propose an affiliation with Impact.org, and a revised governance structure that seek to increase UCB’s access to resources and help support its mission.

The public comment period for the Restated Articles of Organization filed by The Urban College of Boston: A Two-Year College, Inc. begins on August 19, 2022 and ends on September 8, 2022. Written comments on the proposed amendment may be submitted at any time prior to 5:00 pm on September 9, 2022 directing the same to the following:
